State Cybernetics: The Viable System Model as a Compass in the Venezuela-U.S. Conflict.

In the complex geopolitical scenario of 2026, traditional ideological explanations fall short. To understand why Venezuela's power structure has shown such fragility in the face of pressure from a larger system like the United States, we must turn to organizational cybernetics. The key concept here is the Viable System Model. The key concept here is the Viable System Model (VSM), developed by Stafford Beer, which defines the five functions necessary for any system (a company, a living being, or a country) to survive autonomously.

The Anatomy of the System: The 5 Components of the VSM

For Venezuela to be a sovereign system and not a dependent subsystem, it must balance five levels of management. When these fail, the system enters entropy (disorder) and is at the mercy of external controllers.

1. System 1: The Productive Base (Autonomy)

This level represents primary activities: PDVSA, basic industries, and communes. In a healthy system, System 1 must be as autonomous as possible.

• The failure: By excessively centralizing operational decisions in Caracas, the Venezuelan state “suffocated” its own organs. When the US imposed sanctions, these units did not have the flexibility to seek local alternatives, collapsing due to a lack of autonomy.

2. System 2: Coordination (The Antidote to Chaos)

Its function is to prevent System 1 operations from colliding with each other. It regulates the flow of resources.

• The scenario: In Venezuela, System 2 has suffered massive “noise.” The lack of accurate technical indicators turned the distribution of fuel and electricity into a chaotic process, allowing external factors to easily inject instability.

3. System 3: Management of the Present (Optimization)

It is responsible for allocating resources and ensuring efficiency.

• The conflict: From a cybernetic perspective, System 3 in Venezuela became “hypertrophic.” It focused so much on political control that it forgot about technical optimization. The United States took advantage of this inefficiency to block financial flows, knowing that the system did not have the capacity to recalculate its supply routes in real time. 

4. System 4: Intelligence and Adaptation (The Radar)

This system looks outward and toward the future. It analyzes trends, threats, and new technologies.

• The gap: While Washington uses cutting-edge AI to map every weakness in the

Venezuelan system, Venezuela's System 4 was weakened by ideological bias. This is not about propaganda, but data processing. A country that cannot predict the impact of a sanction before it occurs is a country that has lost its systemic radar.

5. System 5: Identity and Policies (The Brain)

This is where the country's values and direction are defined. Its task is to balance the demands of the present (System 3) with visions of the future (System 4).

• The breakdown: If System 5 loses connection with the reality of its foundations (System 1), the entire system becomes unviable.

The United States Strategy: Systemic Disarticulation

From a cybernetic perspective, the U.S. strategy has not only been military, but also informational. By attacking payment systems, communications, and command nodes, the US seeks to increase entropy in Venezuela until the system can no longer sustain its own structure. This is called an "attack on homeostasis": breaking the country's ability to regulate its own vital functions.

Conclusion: Rebuilding the Nervous System

The way out for Venezuela, beyond the names in power, is to redesign its information architecture.

To compete with a mega-system like the United States, it is imperative to:

1. Restore autonomy to System 1: Allow regions and companies to operate independently.

2. Digitize Systems 2 and 3: Use AI to coordinate resources without the interference of human corruption.

3. Activate a scientific System 4: Base defense on the analysis of real data and not on narratives.

Sovereignty in 2026 is measured by a system's ability to self-regulate. A country that understands the VSM ceases to be a victim of circumstances and becomes a resilient and truly independent system.
